Is NUCORE free as in free?

I want to create a PIN2k version of Visual Pinball by using the Nucore image in a virtual Machine and writing an LPT port emulator that interfaces with Visual Pinball. Would this be something legal to do? It would make rapid prototyping possible when developing a new pin2k game.

Nucore is a product intended for use with a physical pinball 2000 machine. The current version may be used for free for this purpose only.
