New to NUCORE.....please help fix RFM cpu.

Hello. Friend of mine brought me RFM that had been sitting at a repair shop for a couple years without getting fixed. I don't know anything
about Nucore. He mentioned a USB port getting damaged and repaired. I attached a picture of the boot-up dialog when it halts and goes no further. I tried a whole replacement PC motherboard with no change. Willing to pay $$ to help get this thing up and running. Can anyone image a hard drive to just pop in? Or I could send some the PC for fixing. Any help would be appreciated. Thanks for looking.
